About H2FLO Consulting

H2FLO Consulting was founded in 1997 by Kevin Flora, Ph.D., P.E., D.WRE, to develop practical software tools for bridge hydraulic and scour evaluation. The original BrEase application was developed to help bridge owners monitor changes in channel cross sections over time, evaluate channel degradation and stream migration, and support hydraulic and scour-related decisions at bridge crossings.

Over time, BrEase evolved from an Excel-based VBA tool into C-Brease, a more capable C# application for bridge waterway evaluation, cross-section monitoring, hydraulic computations, and scour documentation. C-Brease remains an important part of H2FLO Consulting’s work.

Today, H2FLO Consulting also provides selective technical support in bridge scour, river hydraulics, advanced 2D and selected 3D hydraulic modeling, bathymetric data interpretation, hydraulic model QA/QC, and riverine infrastructure assessment. The focus is on projects where field experience, sound engineering judgment, and defensible hydraulic interpretation are especially important.

About Kevin Flora​

Kevin Flora is a California licensed Civil Engineer with a Ph.D. in Civil Engineering specializing in water resources. He has more than 30 years of experience in bridge hydraulics, bridge scour, riverine field assessment, hydraulic modeling, and engineering software development.

Kevin served as a Senior Bridge Engineer with Caltrans Structures Hydraulics, where he managed the scour evaluation program for 5000 state-owned bridges in California. His work included development of analytical guidelines and field procedures for scour prediction, hydraulic modeling, interpretation of research, Scour Plans of Action, and bridge scour countermeasure concepts.
He has served on multiple national research and technical panels related to bridge scour and hydraulics, including NCHRP panels on bridge scour risk management, scour at contracted bridge openings, debris effects on pier scour, joint probabilities at confluences, and combining individual scour components. He has also served on the FHWA/AASHTO Wave Task Force for Bridge Structures and the AASHTO Technical Committee on Hydrology and Hydraulics.

Kevin’s doctoral research at Stony Brook University focused on improved high-fidelity numerical modeling of complex features in natural rivers. His work included field data collection, bathymetric and velocity measurements, and computational fluid dynamics simulations of riverine flows.

In this current phase of H2FLO Consulting, Kevin is especially interested in selective consulting, expert technical review, and education/training partnerships focused on bridge scour, river hydraulics, field-based river assessment, and practical capacity building for engineers and partner organizations.
